Surgery is absolutely useless. It either needs to be replaced or rewritten so that it is good enough that any character might want to take it.

Surgery at this point is actually just "Limb reattachment", which effectively never comes up in the game, and grafting, which should not be general heal and we have no rules for. Please see my comments on heal for why we want three sub-skills.
