Prerequisites: +10 Combat Ability, Bleeding Strike, Precise Strike, Improved Precise Strike
Cost: 4 General Upgrade Points
When a character with the Hampering Strike feat deals Overflow Damage in combat, he may choose to sacrifice 5 points of that damage and either reduce his target's speed by 5 feet or cause him to take a -4 penalty to attacks. You cannot reduce speed more than 5 feet or attacks by more than -4 with this feat.
A target hurt in this way retains the penalties until he is fully healed.
Normally: A character cannot do this.
