Cost: 4 General Upgrade Points
A character fighting with light weapons or certain other weapons specified as "finesse" weapons, such as a Rapier, can use his Dexterity instead of Strength when making an Attack roll. This only applies to weapons with which the character is proficient.
Normally: A character must use his Strength when making an Attack roll.
