The Rope Whip is a collection of knotted rope, bound together at a handle, generally used for punishing slaves or criminals. It is not truly a weapon for battle. Like other light whips, it does not add strength to damage. Overflow damage still applies.
It deals Sublethal Damage, and as such is essentially ineffective against armor.
