The Game Master is the person who administers the game world. He or she controls all NPCs, animals, monsters, every encounter, and even every rule.
The one rule the Game Master can't bend is that the GM cannot be, under any circumstances, the players' enemy. Even though the GM may be controlling the players' foes and obstacles, the GM's job is not to kill them.
