When making off-turn actions through Actions of Opportunity or Conditional Actions (or conceivably for other reasons), the AP cost of these actions are reduced by 1. No action may have its cost reduced below 1 by this feat.
Normally: The character must spend AP for off-turn attacks as per the Action Costs.
